El Tema de la Propiedad de los Recursos Naturales Estratégicos, ¿Según Alan y Ollanta?
En el libro el Nacionalismo del Siglo XXI y la Globalización (2005) toque el tema de la propiedad privada y especialmente el de la propiedad común, que según mi explicación le pertenece a la comunidad que se fusiona en ese entorno Entorno-Hombre que al desarrollar una cultura basada en esa fusión conforma un conjunto de valores, principios, forma de vida y de ver el mundo en suma una nación. Por tanto los recursos naturales, los bienes comunes de una zona geográfica no le pertenecen a un estado que al final es solo una forma de organización sino a la nación porque debe garantizar su futuro y todos los ingresos que bienen de estos deben considerarse un "plus", porque muchos países no poseen estos y deben financiar el desarrollo. el dicho "el Oro, la Plata, el Gas, el Petroleo, el Agua esta en tu Tierra es Tuyo", no es mas que la explicación en pocas palabras de esa definición. Es eso lo que ha hecho el Aymara Evo Morales, nacionalizar la propiedad de los recursos petroliferos y gasíferos, y no es extrañar que nacionalize los recursos minerales, y el agua. La diferencia respecto a mi planteamiento es que estos no deben ser administrados por el Estado Ajeno y que corrupto, sino por las comunidades autónomas que están mas cerca al ciudadano, el verdadero dueño; y supervisadas por juntas de ciudadanos y no por ONGs o organos reguladores finalmente igual de corruptos o coludidos con empresas transnacionales como se ve en el Perù.Un planteamiendo interesante de Evo Morales es la nacionalización de las tierras, lo cual espero signifique una reforma de la propiedad de la tierra en términos de concesiones y no de venta a perpetuidad, para evitar la acumulación especulativa y ociosa asi como castigar económicamente el latifundio.
El gran problema de Evo Morales es la falta de preparación de los que lo asesoran con los que tiene que lidiar, y quizás la pesima idea populista por cierto por la cual el Estado debe ser dueño del 50+1 por ciento de las acciones de las empresas que explotan recursos naturales, lo cual sí es erroneo, pues es como patear el tablero totalmente y expropiar instalaciones que significarán una reparación cuantiosa como la que pago el Gobierno Militar endeudándose para ello innecesariamente.
Esa visión de hecho es la de Hugo Chávez, vale decir si hay una asesoria venezolana clara. Recordar la toma militar de las instalaciones petrolíferas en Venezuela.
Ahora bien, ¿Es correcto lo que hace Alan Garcia de tomar el discurso de Lourdes Flores pidiendo que no hallan cambios en la propiedad de los recursos naturales? Al escucharlo ayer escuche a Lourdes Flores, por tanto Alan Garcia traiciona al pensamiento de Haya de la Torre pues la forma como se explotan los recursos actualmente es el mas Vil Imperialismo en Acción. Alan Garcia con esa medida torpe de imitar a Lourdes, cree que gano terreno, pero sin embargo lo pierde pues sus asesores no entiende lo importante que es el tema de los recursos en un periodo como el actual.
Los recursos como el Agua, el Petróleo, el Gas, estan en escasez mundial, y tanto así que el Imperio Actual decidió tomar por las buenas o las malas los recursos geo-estrategicos de allí la intervención a Irak, pronto Iran, Venezuela, Bolivia, y quizás Perù. La imposibilidad de tener a gran escala un sustituto al petróleo como el etanol, o la locomoción híbrida o de fisión en frio, hace que el precio de los recursos se disparen, esto fue previsto hace más de 30 años, en 1980 vi con atención un documental que indicaba que en 30 años la escasez de los recursos energéticos y agua iban a ser notables eso se cumple el año 2010; y eso que no se tenía previsto el crecimiento exponencial de China ahora Comunista-Capitalista lo cual acelera el proceso de escasez y el alza brutal de los combustibles, en ese escenario comentarios ridículos de periodistas títeres sacando documentos de Sunat que las compañias mineras pagan ridículos impuestos, es un insulto a nuestra inteligencia, puesto que en periodos de escasez el dueño de los recursos los toma y cierra todos los contratos, pidiendo una reestructuración, el saqueo debe terminar; mensajes burdos como el que plantea Ollanta Humala de otro tipo de nacionalización con un impuesto a las sobreganancias es un insulto a quienes conocen los negociados que hacen las transnacionales para venderse entre ellas a precios irrisorios y pagar sobre eso regalias e impuestos y luego revender a precios altos en el exterior.
Estamos ante un periodo de extrema escasez de recursos, y en el que debemos aprovechar la propiedad de los recursos naturales, y fortalecernos económica y bélicamente ante una inminente intervención militar del Imperio Global. Tanto Alan Garcia y Ollanta Humala están errados el uno pues se ha vuelto una Lourdes Flores traicionando el verdadero aprismo, y el otro siguiendo a un Chávez casi como un subordinado, y peor aún indicando una propuesta de "Nacionalización sin nacionalizar", pero como siempre no indicando como lo haría.
Dado que ninguno de ellos da propuestas claras es claro que un gobierno de Alan Garcia tendría los problemas de un gobierno de Lourdes, y un Gobierno de Humala sería una traición al pueblo que dice defender.
No se puede estar con Dios y con el Diablo, y eso debe saberlo bien el Sr Humala, Evo Morales se decidió lo hizo, pero con un problema latente la expropiación de instalaciones y acciones que realmente no es necesaria.

El (grave) problema radica que esas comunidades autónomas que administrarían los recursos no cuentan con la educación necesaria para desempeñar dicha labor. Para ello, es necesario tener en cuenta que la administración de los referidos recursos requiere una educación especializada que muy pocos peruanos poseen (estudios a nivel de maestría, por ejemplo) y que la realización de una labor de administración sin contar con los conocimientos adecuados sólo podría llevar al fracaso. Ahora bien, si a ello sumamos el hecho que generalmente las comunidades que se encuentran en las cercanías a los recursos naturales a ser explotados son comunidades pobres (que, evidentemente, no tienen acceso a un buen nivel de educación) el problema se complica de sobremanera.
Quien debería administrar los recursos es el mejor capacitado para ello: el empresario privado, pues cuenta con los recursos necesarios para contratar a quien ha adquirido los estudios necesarios para una eficiente administración. Claro está, las utilidades generadas por la explotación del recurso natural deberían ser dirigidas al privado (para que tenga incentivos para explotar y administrar los recursos, si no, no lo haría) y a la comunidad aledaña al referido recurso. Asimismo debería existir un adecuado nivel de fiscalización para efectos de que se detecte cualquier adulteración en la contabilidad de quien administra (dicho fiscalizador debería tener incentivos para realizar adecuadamente dicha labor, mediante un sueldo fijo y un bono por cada adulteración que encuentre, así se encontraría más incentivado para descubrir adulteraciones).

Y es cierto las comunidades no están preparadas en la actualidad, pero el rol de ellos sería privatizar la administración y supervizar la fiscalización de sus recursos, estableciendo sus políticas.
En Europa se está cuestionando el tema de las privatizaciones de servicios públicos, y surge la corriente que lo que debió privatizarse es la administración y buscar a través de bonos capitales para expandir estos servicios.
Igualmente es la política que debería seguirse con la administración de los recursos naturales, sin embargo el Estado tiene demasiada carga como los maestros que se ven a si mismos como obreros y no como profesionales que deben tener un Colegio Profesional de Titulados y partidarios de los gobernantes.
Los municipios son claro ejemplo de un manejo cercano al pueblo y con capacidad de revocatoria, los gobiernos regionales en su mayoria son el fracaso de una descentralización del desorden y la corrupciòn.

Claro. El tema es que todos los que participan en la administración (administrador, fiscalizador y beneficiado) tengan incentivos para realizar un trabajo eficiente.
El administrador porque mientras más eficiente es, más utilidades tendrá.
El fiscalizador, porque mientras más irregularidades detecte, tendrá un mayor bono.
El beneficiado (la comunidad), evaluando las dos labores (del administrador y del fiscalizador) porque sólo si hay utilidades éste tendrá su porcentaje de las mismas y, evidentemente, asegurándose que no se falseen las mismas.
Ahora bien, ante cualquier posible fraude en la contabilidad detectado por el fiscalizador debería darse una sanción al administrador: de allí saldría el bono para el fiscalizador y una parte para el beneficiado (la comunidad).
